Abstract:

Abstract On 10 June 2018, Switzerland voted against a constitutional amendment to introduce a system of sovereign money or Vollgeld. The proposal foresaw that all money be created by the central bank and that commercial banks be banned from creating demand deposits. Demand deposits would have been required to be held in off-balance sheet accounts at commercial banks. We discuss the specific features of this proposal and compare them to its historical predecessor, the Chicago plan. We argue that the Swiss initiative would not have tangibly enhanced financial, monetary, and economic stability. Specifically, if implemented earlier, it would not have addressed the root causes of the Global Financial Crisis and would have been ineffective in changing its course and its consequences for Switzerland. Though the Vollgeld proposal would have turned commercial bank into central bank money, close-money substitutes would likely have remained on the liability side of commercial bank balance sheets. Vollgeld would also unlikely have redeemed promises of ancillary effects such as a reduction in public debt, more sustainable economic growth, and less complex regulation. Forestalling and tackling financial imbalances requires limiting leverage and safeguarding liquidity buffers through bank-level and system-wide rules and regulation. Zusammenfassung Am 10. Juni 2018 lehnten drei Viertel der Schweizer Stimmberechtigten eine Verfassungsänderung ab, die ein Vollgeldsystem in der Schweiz eingeführt hätte. Der Vorschlag hätte der Notenbank das alleinige Recht zur Geldschöpfung gegeben und den Geschäftsbanken die Schaffung von Sichteinlagen verboten. Zahlungsverkehrskonten hätten von den Geschäftsbanken ausserhalb ihrer Bilanz geführt werden müssen. Wir diskutieren die Einzelheiten des Vorschlags und vergleichen sie mit dessen Vorgänger aus den 1930er Jahren, dem Chicago Plan. Wir argumentieren, dass sich die monetäre und wirtschaftliche Stabilität sowie die Finanzstabilität in der Schweiz durch die Annahme der Initiative nicht wesentlich verbessert hätten. Ein bestehendes Vollgeldsystem hätte nicht bei den Ursachen der Finanzkrise angesetzt und wäre unerheblich für ihren Verlauf und ihre Folgen für die Schweiz gewesen. Obwohl mit Vollgeld Sichteinlagen bei Geschäftsbanken in Zentralbankgeld umgewandelt worden wären, hätten geldnahe Einlagen auf der Passivseite der Bilanz weiter existiert. Vollgeld hätte auch Versprechen wie eine Senkung der Staatsverschuldung, ein nachhaltigeres Wachstum und eine weniger komplexe Bankenregulierung nicht erfüllt. Die Verhinderung und Bewältigung von finanziellen Ungleichgewichten erfordert eine Regulierung sowohl auf Bankenebene als auch für das Finanzsystem insgesamt, um die gesamtwirtschaftliche Verschuldung zu beschränken und Liquiditätspuffer zu schaffen. Abstract:

The Great Plains Gasification Project is the first commercial-sized plant to produce substitute natural gas from coal in the United States. The plant is designed to convert 14,000 tons/D of North Dakota lignite into 137.5 million standard cubic feet of gas per day. The plant construction has been successfully completed per original design, on schedule and on budget. The plant has also been successfully turned over from construction to operations, as per the original plan. With the completion of the capital projects being implemented at the plant, plans are to achieve 70 percent stream factor in the first year of production (1985). The DOE-Chicago Operations Office has been assigned the responsibility for monitoring the project’s performance against baselines of cost, schedule, and technical criteria. During the startup phase of the project, significant technological advancements have been made and considerable knowledge has been gained, both by the operators and DOE (considering this to be a first of a kind plant built in the U.S.).

Abstract:

ABSTRACTThe objective of the National Renewable Energy Laboratory’s (NREL) current three-year CdTe plan under the U.S. Department of Energy’s SunShot Initiative is to identify primary mechanisms that limit the open-circuit voltage and fill factor of polycrystalline CdTe photovoltaic (PV) devices, and develop CdTe synthesis processes and/or device designs that avoid these limitations. Part of this project relies on analysis of crystalline materials and pseudocrystalline CdTe layers where point and extended defects can be introduced sequentially without the complications of extensive impurities and grain boundaries that are typical of present polycrystalline films. The ultimate goals of the project include producing CdTe PV devices that demonstrate ≥20% conversion efficiency, while significantly improving our understanding of processes and materials capable of attaining cost goals of <$0.50 per watt. While NREL is investigating several options for the routine fabrication of high-quality CdTe layers, one pathway involves CdTe molecular beam heteroepitaxy (MBE) on Si in collaboration with the University of Illinois at Chicago. Although CdTe/Si heteroepitaxy is relatively unfamiliar to researchers in the PV community, it has been used successfully for more than 20 years to produce high-quality CdTe surfaces required for commercial production of large-area single-crystal HgCdTe infrared detectors and focal-plane arrays. The process involves chemical and thermal preparation of Si (211) wafers, followed by deposition of As-passivation and ZnTeaccommodation layers. MBE-grown CdTe layers deposited on top of this “template” have been shown to demonstrate low etch-pit density (EPD, preferably ≤ ∼5x105 cm-2) and high structural quality (full width at half maximum ∼ 60 arcs). These initial studies indicate that 10-μm-thick CdTe layers on Si are indeed epitaxial with cathodoluminescence-determined dislocation density consistent with historic EPD measurements, and that recombination rates are distinct from either as-deposited polycrystalline or crystalline materials.

This issue of the Journal of Commercial Biotechnology focuses on the proceedings of the Seventh Annual Biotechnology Entrepreneurship Boot Camp held in conjunction with the Biotechnology Industry Organization (BIO) annual conference in Washington, DC in June, 2011.The Biotechnology Entrepreneurship Boot Camp was launched for the 2005 BIO Industry Organization’s Annual Meeting in Philadelphia. The Boot Camp was originally designed as a program for CSOs but is now expanded in scope and design to address a broad range of issues for entrepreneurs more generally. The Boot Camp was created in response to the growing need in the managerial, scientific and academic community to learn about the necessary elements and skills to transform technology and invention into a viable company. The insight and energy required for entrepreneurial success can be developed by anyone motivated to do the following: think strategically, select projects and plan for expeditious and cost-effective management, understand the requirements of all the involved stakeholders, and oversee the essential components of the commercialization process. The Boot Camp travels from year to year to each of the BIO Annual Meeting venues – a veritable “moveable feast.” Previously, the Boot Camp was offered at BIO’s annual meetings in Chicago in 2006 and 2010, Boston in 2007, San Diego in 2008, and Atlanta in 2009. The creation of the syllabus, the recruitment of faculty, and the faculty’s extensive preparation suggested that wherever possible there should be core faculty, i.e., a portion of the faculty from the Philadelphia Boot Camp who would volunteer from year to year. This approach has the added benefit of improving the presentations and the material from year to year as the faculty themselves identify what works, as well as how to teach together. Each year, additional faculty members are recruited from the host region. Over the seven years of the boot camp, over 500 entrepreneurs have attended and taken away a broad spectrum of insights from the faculty. The Boot Camp was founded and co-chaired by Professors Arthur Boni of the Tepper School of Carnegie Mellon University, Stephen Sammut of the Wharton School and Burrill & Company, and Jeffrey Libson, Partner, Pepper Hamilton LLP and Lecturer at Wharton School Health Care Management Program. The law firm, PepperHamilton has also served as the Boot Camp’s sponsor since its inception.

Abstract:

Mobile In many countries, more people have mobile phones than they do fixed-line phones. Mobile phones are one of the fastest growing technologies ever, outstripping even the internet in many respects. With the advent and widespread deployment of digital systems, mobile phones were used by an estimated 1, 158, 254, 300 people worldwide in 2002 (up from approximately 91 million in 1995), 51. 4% of total telephone subscribers (ITU). One of the reasons for this is mobility itself: the ability for people to talk on the phone wherever they are. The communicative possibilities opened up by mobile phones have produced new uses and new discourses (see Katz and Aakhus; Brown, Green, and Harper; and Plant). Contemporary soundscapes now feature not only voice calls in previously quiet public spaces such as buses or restaurants but also the aural irruptions of customised polyphonic ringtones identifying whose phone is ringing by the tune downloaded. The mobile phone plays an important role in contemporary visual and material culture as fashion item and status symbol. Most tragically one might point to the tableau of people in the twin towers of the World Trade Centre, or aboard a plane about to crash, calling their loved ones to say good-bye (Galvin). By contrast, one can look on at the bathos of Australian cricketer Shane Warne’s predilection for pressing his mobile phone into service to arrange wanted and unwanted assignations while on tour. In this article, I wish to consider another important and so far also under-theorised aspect of mobile phones: text. Of contemporary textual and semiotic systems, mobile text is only a recent addition. Yet it is already produces millions of inscriptions each day, and promises to be of far-reaching significance. In the case of txt mssng, the usrs were the yng or poor in the W and E. (Agar 105) As Jon Agar suggests in Constant Touch, textual communication through mobile phone was an after-thought. Mobile phones use radio waves, operating on a cellular system. The first such mobile service went live in Chicago in December 1978, in Sweden in 1981, in January 1985 in the United Kingdom (Agar), and in the mid-1980s in Australia. Mobile cellular systems allowed efficient sharing of scarce spectrum, improvements in handsets and quality, drawing on advances in science and engineering. In the first instance, technology designers, manufacturers, and mobile phone companies had been preoccupied with transferring telephone capabilities and culture to the mobile phone platform. With the growth in data communications from the 1960s onwards, consideration had been given to data capabilities of mobile phone. One difficulty, however, had been the poor quality and slow transfer rates of data communications over mobile networks, especially with first-generation analogue and early second-generation digital mobile phones. As the internet was widely and wildly adopted in the early to mid-1990s, mobile phone proponents looked at mimicking internet and online data services possibilities on their hand-held devices. What could work on a computer screen, it was thought, could be reinvented in miniature for the mobile phone — and hence much money was invested into the wireless access protocol (or WAP), which spectacularly flopped. The future of mobiles as a material support for text culture was not to lie, at first at least, in aping the world-wide web for the phone. It came from an unexpected direction: cheap, simple letters, spelling out short messages with strange new ellipses. SMS was built into the European Global System for Mobile (GSM) standard as an insignificant, additional capability. A number of telecommunications manufacturers thought so little of the SMS as not to not design or even offer the equipment needed (the servers, for instance) for the distribution of the messages. The character sets were limited, the keyboards small, the typeface displays rudimentary, and there was no acknowledgement that messages were actually received by the recipient. Yet SMS was cheap, and it offered one-to-one, or one-to-many, text communications that could be read at leisure, or more often, immediately. SMS was avidly taken up by young people, forming a new culture of media use. Sending a text message offered a relatively cheap and affordable alternative to the still expensive timed calls of voice mobile. In its early beginnings, mobile text can be seen as a subcultural activity. The text culture featured compressed, cryptic messages, with users devising their own abbreviations and grammar. One of the reasons young people took to texting was a tactic of consolidating and shaping their own shared culture, in distinction from the general culture dominated by their parents and other adults. Mobile texting become involved in a wider reworking of youth culture, involving other new media forms and technologies, and cultural developments (Butcher and Thomas). Another subculture that also was in the vanguard of SMS was the Deaf ‘community’. Though the Alexander Graham Bell, celebrated as the inventor of the telephone, very much had his hearing-impaired wife in mind in devising a new form of communication, Deaf people have been systematically left off the telecommunications network since this time. Deaf people pioneered an earlier form of text communications based on the Baudot standard, used for telex communications. Known as teletypewriter (TTY), or telecommunications device for the Deaf (TDD) in the US, this technology allowed Deaf people to communicate with each other by connecting such devices to the phone network. The addition of a relay service (established in Australia in the mid-1990s after much government resistance) allows Deaf people to communicate with hearing people without TTYs (Goggin & Newell). Connecting TTYs to mobile phones have been a vexed issue, however, because the digital phone network in Australia does not allow compatibility. For this reason, and because of other features, Deaf people have become avid users of SMS (Harper). An especially favoured device in Europe has been the Nokia Communicator, with its hinged keyboard. The move from a ‘restricted’, ‘subcultural’ economy to a ‘general’ economy sees mobile texting become incorporated in the semiotic texture and prosaic practices of everyday life. Many users were already familiar with the new conventions already developed around electronic mail, with shorter, crisper messages sent and received — more conversation-like than other correspondence. Unlike phone calls, email is asynchronous. The sender can respond immediately, and the reply will be received with seconds. However, they can also choose to reply at their leisure. Similarly, for the adept user, SMS offers considerable advantages over voice communications, because it makes textual production mobile. Writing and reading can take place wherever a mobile phone can be turned on: in the street, on the train, in the club, in the lecture theatre, in bed. The body writes differently too. Writing with a pen takes a finger and thumb. Typing on a keyboard requires between two and ten fingers. The mobile phone uses the ‘fifth finger’ — the thumb. Always too early, and too late, to speculate on contemporary culture (Morris), it is worth analyzing the textuality of mobile text. Theorists of media, especially television, have insisted on understanding the specific textual modes of different cultural forms. We are familiar with this imperative, and other methods of making visible and decentring structures of text, and the institutions which animate and frame them (whether author or producer; reader or audience; the cultural expectations encoded in genre; the inscriptions in technology). In formal terms, mobile text can be described as involving elision, great compression, and open-endedness. Its channels of communication physically constrain the composition of a very long single text message. Imagine sending James Joyce’s Finnegan’s Wake in one text message. How long would it take to key in this exemplar of the disintegration of the cultural form of the novel? How long would it take to read? How would one navigate the text? Imagine sending the Courier-Mail or Financial Review newspaper over a series of text messages? The concept of the ‘news’, with all its cultural baggage, is being reconfigured by mobile text — more along the lines of the older technology of the telegraph, perhaps: a few words suffices to signify what is important. Mobile textuality, then, involves a radical fragmentation and unpredictable seriality of text lexia (Barthes). Sometimes a mobile text looks singular: saying ‘yes’ or ‘no’, or sending your name and ID number to obtain your high school or university results. Yet, like a telephone conversation, or any text perhaps, its structure is always predicated upon, and haunted by, the other. Its imagined reader always has a mobile phone too, little time, no fixed address (except that hailed by the network’s radio transmitter), and a finger poised to respond. Mobile text has structure and channels. Yet, like all text, our reading and writing of it reworks those fixities and makes destabilizes our ‘clear’ communication. After all, mobile textuality has a set of new pre-conditions and fragilities. It introduces new sorts of ‘noise’ to signal problems to annoy those theorists cleaving to the Shannon and Weaver linear model of communication; signals often drop out; there is a network confirmation (and message displayed) that text messages have been sent, but no system guarantee that they have been received. Our friend or service provider might text us back, but how do we know that they got our text message? Commodity We are familiar now with the pleasures of mobile text, the smile of alerting a friend to our arrival, celebrating good news, jilting a lover, making a threat, firing a worker, flirting and picking-up. Text culture has a new vector of mobility, invented by its users, but now coveted and commodified by businesses who did not see it coming in the first place. Nimble in its keystrokes, rich in expressivity and cultural invention, but relatively rudimentary in its technical characteristics, mobile text culture has finally registered in the boardrooms of communications companies. Not only is SMS the preferred medium of mobile phone users to keep in touch with each other, SMS has insinuated itself into previously separate communication industries arenas. In 2002-2003 SMS became firmly established in television broadcasting. Finally, interactive television had arrived after many years of prototyping and being heralded. The keenly awaited back-channel for television arrives courtesy not of cable or satellite television, nor an extra fixed-phone line. It’s the mobile phone, stupid! Big Brother was not only a watershed in reality television, but also in convergent media. Less obvious perhaps than supplementary viewing, or biographies, or chat on Big Brother websites around the world was the use of SMS for voting. SMS is now routinely used by mainstream television channels for viewer feedback, contest entry, and program information. As well as its widespread deployment in broadcasting, mobile text culture has been the language of prosaic, everyday transactions. Slipping into a café at Bronte Beach in Sydney, why not pay your parking meter via SMS? You’ll even receive a warning when your time is up. The mobile is becoming the ‘electronic purse’, with SMS providing its syntax and sentences. The belated ingenuity of those fascinated by the economics of mobile text has also coincided with a technological reworking of its possibilities, with new implications for its semiotic possibilities. Multimedia messaging (MMS) has now been deployed, on capable digital phones (an instance of what has been called 2.5 generation [G] digital phones) and third-generation networks. MMS allows images, video, and audio to be communicated. At one level, this sort of capability can be user-generated, as in the popularity of mobiles that take pictures and send these to other users. Television broadcasters are also interested in the capability to send video clips of favourite programs to viewers. Not content with the revenues raised from millions of standard-priced SMS, and now MMS transactions, commercial participants along the value chain are keenly awaiting the deployment of what is called ‘premium rate’ SMS and MMS services. These services will involve the delivery of desirable content via SMS and MMS, and be priced at a premium. Products and services are likely to include: one-to-one textchat; subscription services (content delivered on handset); multi-party text chat (such as chat rooms); adult entertainment services; multi-part messages (such as text communications plus downloads); download of video or ringtones. In August 2003, one text-chat service charged $4.40 for a pair of SMS. Pwr At the end of 2003, we have scarcely registered the textual practices and systems in mobile text, a culture that sprang up in the interstices of telecommunications. It may be urgent that we do think about the stakes here, as SMS is being extended and commodified. There are obvious and serious policy issues in premium rate SMS and MMS services, and questions concerning the political economy in which these are embedded. Yet there are cultural questions too, with intricate ramifications. How do we understand the effects of mobile textuality, rewriting the telephone book for this new cultural form (Ronell). What are the new genres emerging? And what are the implications for cultural practice and policy? Does it matter, for instance, that new MMS and 3rd generation mobile platforms are not being designed or offered with any-to-any capabilities in mind: allowing any user to upload and send multimedia communications to other any. True, as the example of SMS shows, the inventiveness of users is difficult to foresee and predict, and so new forms of mobile text may have all sorts of relationships with content and communication. However, there are worrying signs of these developing mobile circuits being programmed for narrow channels of retail purchase of cultural products rather than open-source, open-architecture, publicly usable nodes of connection. Abstract:

On 17 January 2013, Wired chose the smart contact lens as one of “7 Massive Ideas That Could Change the World” describing a Google-led research project. Wired explains that the inventor, Dr. Babak Parviz, wants to build a microsystem on a contact lens: “Using radios no wider than a few human hairs, he thinks these lenses can augment reality and incidentally eliminate the need for displays on phones, PCs, and widescreen TVs”. Explained further in other sources, the technology entails an antenna, circuits embedded into a contact lens, GPS, and an LED to project images on the eye, creating a virtual display (Solve for X). Wi-Fi would stream content through a transparent screen over the eye. One patent describes a camera embedded in the lens (Etherington). Another mentions medical sensing, such as glucose monitoring of tears (Goldman). In other words, Google proposes an imagined future when we use contact lenses to search the Internet (and be searched by it), shop online, communicate with friends, work, navigate maps, swipe through Tinder, monitor our health, watch television, and, by that time, probably engage in a host of activities not yet invented. Often referred to as a bionic contact, the smart contact lens would signal a weighty shift in the way we work, socialize, and frame our online identities. However, speculative discussion over this radical shift in personal computing, rarely if ever, includes consideration of how the body, acting as a host to digital information, will manage to assimilate not only significant affordances, but also significant constraints and vulnerabilities. At this point, for most people, the smart contact lens is just an idea. Is a new medium of communication started when it is launched in an advertising campaign? When we Like it on Facebook? If we chat about it during a party amongst friends? Or, do a critical mass of people actually have to be using it to say it has started? One might say that Apple’s Macintosh computer started as a media platform when the world heard about the famous 1984 television advertisement aired during the American NFL Super Bowl of that year. Directed by Ridley Scott, the ad entails an athlete running down a passageway and hurling a hammer at a massive screen depicting cold war style rulers expounding state propaganda. The screen explodes freeing those imprisoned from their concentration camp existence. The direct reference to Orwell’s 1984 serves as a metaphor for IBM in 1984. PC users were made analogous to political prisoners and IBM served to represent the totalitarian government. The Mac became a something that, at the time, challenged IBM, and suggested an alternative use for the desktop computer that had previously been relegated for work rather than life. Not everyone bought a Mac, but the polemical ad fostered the idea that Mac was certainly the start of new expectations, civic identities, value-systems, and personal uses for computers. The smart contact lens is another startling start. News of it shocks us, initiates social media clicks and forwards, and instigates dialogue. But, it also indicates the start of a new media paradigm that is already undergoing popular adoption as it is announced in mainstream news and circulated algorithmically across media channels. Since 2008, news outlets like CNN, The New York Times, The Globe and Mail, Asian International News, United News of India, The Times of London and The Washington Post have carried it, feeding the buzz in circulation that Google intends. Attached to the wave of current popular interest generated around any technology claiming to be “wearable,” a smart contact lens also seems surreptitious. We would no longer hold smartphones, but hide all of that digital functionality beneath our eyelids. Its emergence reveals the way commercial models have dramatically changed. The smart contact lens is a futuristic invention imagined for us and about us, but also a sensationalized idea socializing us to a future that includes it. It is also a real device that Parviz (with Google) has been inventing, promoting, and patenting for commercial applications. All of these workings speak to a broader digital culture phenomenon. We argue that the smart contact lens discloses a process of nascent posthuman adaptation, launched in an era that celebrates wearable media as simultaneously astonishing and banal. More specifically, we adopt technology based on our adaptation to it within our personal, political, medial, social, and biological contexts, which also function in a state of flux. N. Katherine Hayles writes that “Contemporary technogenesis, like evolution in general, is not about progress ... rather, contemporary technogenesis is about adaptation, the fit between organisms and their environments, recognizing that both sides of the engagement (human and technologies) are undergoing coordinated transformations” (81). This article attends to the idea that in these early stages, symbolic acts of adaptation signal an emergent medium through rhetorical processes that society both draws from and contributes to. In terms of project scope, this article contributes a focused analysis to a much larger ongoing digital rhetoric project. For the larger project, we conducted a discourse analysis on a collection of international publications concerning Babak Parviz and the invention. We searched for and collected newspaper stories, news broadcasts, YouTube videos from various sources, academic journal publications, inventors’ conference presentations, and advertising, all published between January 2008 and May 2014, generating a corpus of more than 600 relevant artifacts. Shortly after this time, Dr. Parviz, a Professor at the University of Washington, left the secretive GoogleX lab and joined Amazon.com (Mac). For this article we focus specifically on the idea of beginnings or genesis and how digital spaces increasingly serve as the grounds for emergent digital cultural phenomena that are rarely recognized as starting points. We searched through the corpus to identify a few exemplary international mainstream news stories to foreground predominant tropes in support of the claim we make that smart contacts lenses are a startling idea. Content producers deliberately use astonishment as a persuasive device. We characterize the idea of a smart contact lens cast in rhetorical terms in order to reveal how its allure works as a process of adaptation. Rhetorician and philosopher, Kenneth Burke writes that “rhetorical language is inducement to action (or to attitude)” (42). A rhetorical approach is instrumental because it offers a model to explain how we deploy, often times, manipulative meaning as senders and receivers while negotiating highly complex constellations of resources and contexts. Burke’s rhetorical theory can show how messages influence and become influenced by powerful hierarchies in discourse that seem transparent or neutral, ones that seem to fade into the background of our consciousness. For this article, we also concentrate on rhetorical devices such as ethos and the inventor’s own appeals through different modes of communication. Ethos was originally proposed by Aristotle to identify speaker credibility as a persuasive tactic. Addressed by scholars of rhetoric for centuries, ethos has been reconfigured by many critical theorists (Burke; Baumlin Ethos; Hyde). Baumlin and Baumlin suggest that “ethos describes an audience’s projection of authority and trustworthiness onto the speaker ... ethos suggests that the ethical appeal to be a radically psychological event situated in the mental processes of the audience – as belonging as much to the audience as to the actual character of a speaker” (Psychology 99). Discussed in the next section, our impression of Parviz and his position as inventor plays a dramatic role in the surfacing of the smart contact lens. Digital Rhetoric is an “emerging scholarly discipline concerned with the interpretation of computer-generated media as objects of study” (Losh 48). In an era when machine-learning algorithms become the messengers for our messages, which have become commodity items operating across globalized, capitalist networks, digital rhetoric provides a stable model for our approach. It leads us to demonstrate how this emergent medium and invention, the smart contact lens, is born amid new digital genres of speculative communication circulated in the everyday forums we engage on a daily basis. Smart Contact Lenses, Sensationalism, and Identity One relevant site for exploration into how an invention gains ethos is through writing or video penned or produced by the inventor. An article authored by Parviz in 2009 discusses his invention and the technical advancements that need to be made before the smart contact lens could work. He opens the article using a fictional and sensationalized analogy to encourage the adoption of his invention: The human eye is a perceptual powerhouse. It can see millions of colors, adjust easily to shifting light conditions, and transmit information to the brain at a rate exceeding that of a high-speed Internet connection.But why stop there?In the Terminator movies, Arnold Schwarzenegger’s character sees the world with data superimposed on his visual field—virtual captions that enhance the cyborg’s scan of a scene. In stories by the science fiction author Vernor Vinge, characters rely on electronic contact lenses, rather than smartphones or brain implants, for seamless access to information that appears right before their eyes. Identity building is made to correlate with smart contact lenses in a manner that frames them as exciting. Coming to terms with them often involves casting us as superhumans, wielding abilities that we do not currently possess. One reason for embellishment is because we do not need digital displays on the eyes, so the motive to use them must always be geared to transcending our assumed present condition as humans and society members. Consequently, imagination is used to justify a shift in human identity along a future trajectory.This passage above also instantiates a transformation from humanist to posthumanist posturing (i.e. “the cyborg”) in order to incent the adoption of smart contact lenses. It begins with the bold declarative statement, “The human eye is a perceptual powerhouse,” which is a comforting claim about our seemingly human superiority. Indexing abstract humanist values, Parviz emphasizes skills we already possess, including seeing a plethora of colours, adjusting to light on the fly, and thinking fast, indeed faster than “a high-speed Internet connection”. However, the text goes on to summon the Terminator character and his optic feats from the franchise of films. Filmic cyborg characters fulfill the excitement that posthuman rhetoric often seems to demand, but there is more here than sensationalism. Parviz raises the issue of augmenting human vision using science fiction as his contextualizing vehicle because he lacks another way to imbricate the idea. Most interesting in this passage is the inventor’s query “But why stop there?” to yoke the two claims, one biological (i.e., “The human eye is a perceptual powerhouse”) and one fictional (i.e. Terminator, Vernor Vinge characters). The query suggests, Why stop with human superiority, we may as well progress to the next level and embrace a smart contact lens just as fictional cyborgs do. The non-threatening use of fiction makes the concept seem simultaneously exciting and banal, especially because the inventor follows with a clear description of the necessary scientific engineering in the rest of the article. This rhetorical act signifies the voice of a technoelite, a heavily-funded cohort responding to global capitalist imperatives armed with a team of technologists who can access technological advancements and imbue comments with an authority that may extend beyond their fields of expertise, such as communication studies, sociology, psychology, or medicine. The result is a powerful ethos. The idea behind the smart contact lens maintains a degree of respectability long before a public is invited to use it.Parviz exhumes much cultural baggage when he brings to life the Terminator character to pitch smart contact lenses. The Terminator series of films has established the “Arnold Schwarzenegger” character a cultural mainstay. Each new film reinvented him, but ultimately promoted him within a convincing dystopian future across the whole series: The Terminator (Cameron), Terminator 2: Judgment Day (Cameron), Terminator 3: Rise of the Machines (Mostow), Terminator Salvation (McG) and Terminator Genisys (Taylor) (which appeared in 2015 after Parviz’s article). Recently, several writers have addressed how cyborg characters figure significantly in our cultural psyche (Haraway, Bukatman; Leaver). Tama Leaver’s Artificial Culture explores the way popular, contemporary, cinematic, science fiction depictions of embodied Artificial Intelligence, such as the Terminator cyborgs, “can act as a matrix which, rather than separating or demarcating minds and bodies or humanity and the digital, reinforce the symbiotic connection between people, bodies, and technologies” (31). Pointing out the violent and ultimately technophobic motive of The Terminator films, Leaver reads across them to conclude nevertheless that science fiction “proves an extremely fertile context in which to address the significance of representations of Artificial Intelligence” (63).Posthumanism and TechnogenesisOne reason this invention enters the public’s consciousness is its announcement alongside a host of other technologies, which seem like parts of a whole. We argue that this constant grouping of technologies in the news is one process indicative of technogenesis. For example, City A.M., London’s largest free commuter daily newspaper, reports on the future of business technology as a hodgepodge of what ifs: As Facebook turns ten, and with Bill Gates stepping down as Microsoft chairman, it feels like something is drawing to an end. But if so, it is only the end of the technological revolution’s beginning ... Try to look ahead ten years from now and the future is dark. Not because it is bleak, but because the sheer profusion of potential is blinding. Smartphones are set to outnumber PCs within months. After just a few more years, there are likely to be 3bn in use across the planet. In ten years, who knows – wearables? smart contact lenses? implants? And that’s just the start. The Internet of Things is projected to be a $300bn (£183bn) industry by 2020. (Sidwell) This reporting is a common means to frame the commodification of technology in globalized business news that seeks circulation as much as it does readership. But as a text, it also posits how individuals frame the future and their participation with it (Pedersen). Smart contacts appear to move along this exciting, unstoppable trajectory where the “potential is blinding”. The motive is to excite and scare. However, simultaneously, the effect is predictable. We are quite accustomed to this march of innovations that appears everyday in the morning paper. We are asked to adapt rather than question, consequently, we never separate the parts from the whole (e.g., “wearables? smart contact lenses? Implants”) in order to look at them critically.In coming to terms with Cary Wolf’s definition of posthumanism, Greg Pollock writes that posthumanism is the questioning that goes on “when we can no longer rely on ‘the human’ as an autonomous, rational being who provides an Archimedean point for knowing about the world (in contrast to “humanism,” which uses such a figure to ground further claims)” (208). With similar intent, N. Katherine Hayles formulating the term technogenesis suggests that we are not really progressing to another level of autonomous human existence when we adopt media, we are in effect, adapting to media and media are also in a process of adapting to us. She writes: As digital media, including networked and programmable desktop stations, mobile devices, and other computational media embedded in the environment, become more pervasive, they push us in the direction of faster communication, more intense and varied information streams, more integration of humans and intelligent machines, and more interactions of language with code. These environmental changes have significant neurological consequences, many of which are now becoming evident in young people and to a lesser degree in almost everyone who interacts with digital media on a regular basis. (11) Following Hayles, three actions or traits characterize adaptation in a manner germane to the technogenesis of media like smart contact lenses. The first is “media embedded in the environment”. The trait of embedding technology in the form of sensors and chips into external spaces evokes the onset of The Internet of Things (IoT) foundations. Extensive data-gathering sensors, wireless technologies, mobile and wearable components integrated with the Internet, all contribute to the IoT. Emerging from cloud computing infrastructures and data models, The IoT, in its most extreme, involves a scenario whereby people, places, animals, and objects are given unique “embedded” identifiers so that they can embark on constant data transfer over a network. In a sense, the lenses are adapted artifacts responding to a world that expects ubiquitous networked access for both humans and machines. Smart contact lenses will essentially be attached to the user who must adapt to these dynamic and heavily mediated contexts.Following closely on the first, the second point Hayles makes is “integration of humans and intelligent machines”. The camera embedded in the smart contact lens, really an adapted smartphone camera, turns the eye itself into an image capture device. By incorporating them under the eyelids, smart contact lenses signify integration in complex ways. Human-machine amalgamation follows biological, cognitive, and social contexts. Third, Hayles points to “more interactions of language with code.” We assert that with smart contact lenses, code will eventually govern interaction between countless agents in accordance with other smart devices, such as: (1) exchanges of code between people and external nonhuman networks of actors through machine algorithms and massive amalgamations of big data distributed on the Internet;(2) exchanges of code amongst people, human social actors in direct communication with each other over social media; and (3) exchanges of coding and decoding between people and their own biological processes (e.g. monitoring breathing, consuming nutrients, translating brainwaves) and phenomenological (but no less material) practices (e.g., remembering, grieving, or celebrating). The allure of the smart contact lens is the quietly pressing proposition that communication models such as these will be radically transformed because they will have to be adapted to use with the human eye, as the method of input and output of information. Focusing on genetic engineering, Eugene Thacker fittingly defines biomedia as “entail[ing] the informatic recontextualization of biological components and processes, for ends that may be medical or nonmedical (economic, technical) and with effects that are as much cultural, social, and political as they are scientific” (123). He specifies, “biomedia are not computers that simply work on or manipulate biological compounds. Rather, the aim is to provide the right conditions, such that biological life is able to demonstrate or express itself in a particular way” (123). Smart contact lenses sit on the cusp of emergence as a biomedia device that will enable us to decode bodily processes in significant new ways. The bold, technical discourse that announces it however, has not yet begun to attend to the seemingly dramatic “cultural, social, and political” effects percolating under the surface. Through technogenesis, media acclimatizes rapidly to change without establishing a logic of the consequences, nor a design plan for emergence. Following from this, we should mention issues such as the intrusion of surveillance algorithms deployed by corporations, governments, and other hegemonic entities that this invention risks. If smart contact lenses are biomedia devices inspiring us to decode bodily processes and communicate that data for analysis, for ourselves, and others in our trust (e.g., doctors, family, friends), we also need to be wary of them. David Lyon warns: Surveillance has spilled out of its old nation-state containers to become a feature of everyday life, at work, at home, at play, on the move. So far from the single all-seeing eye of Big Brother, myriad agencies now trace and track mundane activities for a plethora of purposes. Abstract data, now including video, biometric, and genetic as well as computerized administrative files, are manipulated to produce profiles and risk categories in a liquid, networked system. The point is to plan, predict, and prevent by classifying and assessing those profiles and risks. (13) In simple terms, the smart contact lens might disclose the most intimate information we possess and leave us vulnerable to profiling, tracking, and theft. Irma van der Ploeg presupposed this predicament when she wrote: “The capacity of certain technologies to change the boundary, not just between what is public and private information but, on top of that, between what is inside and outside the human body, appears to leave our normative concepts wanting” (71). The smart contact lens, with its implied motive to encode and disclose internal bodily information, needs considerations on many levels. Conclusion The smart contact lens has made a digital beginning. We accept it through the mass consumption of the idea, which acts as a rhetorical motivator for media adoption, taking place long before the device materializes in the marketplace. This occurrence may also be a sign of our “posthuman predicament” (Braidotti). We have argued that the smart contact lens concept reveals our posthuman adaptation to media rather than our reasoned acceptance or agreement with it as a logical proposition. By the time we actually squabble over the price, express fears for our privacy, and buy them, smart contact lenses will long be part of our everyday culture. References Baumlin, James S., and Tita F. Abstract:

In an article entitled "Palming the Planet", Ron Jasper, a marketing executive, is quoted describing his car trip from Seattle to Vancouver: "'The whole way up,' he says with glee ... 'I had my laptop [wirelessly connected to the office]. I was reading my e-mail. At the same time I checked my stock on this' -- he waves a new smart phone, sleek and easily palmed. 'At one point, I was talking on the phone, checking my stock on the laptop and steering with my knee'", he confided, "slightly embarrassed" by his admission. He concludes with the observation: "'These devices are making it possible for everyone to work in ways they never imagined before'". Leaving aside the obvious concerns over highway safety, I want to register the observation that Jasper's enthusiasm for the possibilities offered by his new phone and his elation over his ability to get more work done faster, are not in fact 'never-imagined' ways of working. Visions of efficiency and connectivity have been integral to the representations of communication technologies, especially the telephone, since the beginning of the twentieth century. Looking back on the images and descriptions of the telephone in the early 1900s reveals a similar fascination with the ability to transcend the mundane realities of time and space. The idea that 'faster is better' is not one born of our times, it is one that emerged and evolved out of the preoccupations of an earlier era. The contemporary obsession with faster connections and multiple function technologies is an amplification of a century-old preoccupation with speed and efficiency; just as the passion for "multi-tasking" is today's version of what a 1909 AT&T advertisement referred to as "the multiplication of power". The recurrence of similar utopic and dystopic themes seems to suggest that our hopes and fears about the possibilities of telephonic communication are regenerated with each technological advance. In this paper I explore some of the concepts which inform these representations and suggest that they function simultaneously as a critique and a celebration of the renewal of capitalism that seems to accompany technological progress. Capitalist Reveries In a speech to the New York Electric Club in 1889, Erastus Wiman, president of the Canadian telegraph system remarked: "if to accomplish things quickly, close transactions promptly, and generally to get through with things is a step toward a business man's millennium, then we must be nearing that heavenly expectation". He praises electricity, the telegraph, and the "most marvelous" telephone for making the businessman "almost divine in what he can achieve". Throughout the twentieth century, technology and technological developments have been embraced because they provided the means to radically improve speed, efficiency, and connectivity. As Wiman makes clear though, these attributes were not, and are not now, neutral or arbitrary values. Their worth is located in their application to the flow of goods, information, and ultimately to the circulation of capital. They are valuable because they facilitate a renewal of capitalism itself: the tremendous expansion of both capital and markets occurring at the end of both the nineteenth and the twentieth centuries is not unrelated to the technological developments of these eras. In the Grundrisse, Marx writes that "Capital by its nature drives beyond every spatial barrier. Thus the creation of the physical conditions of exchange -- of the means of communication and transport -- the annihilation of space by time -- becomes an extraordinary necessity for it". Improvements in the speed and flexibility of communication 'renew' capitalism because they overcome the temporal disadvantages associated with distance and facilitate the expansion of markets in geographic space. Perhaps more than any other communication technology, the telephone has encouraged and anticipated capitalism's utopic fantasies. It is no coincidence that in early advertisements, its promoters referred to the telephone as the "annihilator of time and space". Whatever other benefits the telephone came to be seen as offering, its ability to instantaneously transfer information and credit was perceived and promoted as its most perfect attribute. Linking together buyers and sellers in cities all across the country, the telephone re-organised the 'playing field' of capitalism. By making distance an increasingly irrelevant factor in the transaction of business, the telephone rearranged space and distance "to fit the rather strict temporal requirements of the circulation of capital". Time and Money According to Marx, "economy of time, to this all economy ultimately reduces itself". Wiman's celebration of the telegraph and the telephone at the New York Electric Club in 1889 is not much different than Jasper's delight with his smart phone and laptop computer as he careens down the highway towards Vancouver. Simply understood, the ability to save time translates into a saving of money but the relationship between time and money is not a straightforward one. Time and money appear as commensurate albeit inverse values because of the effect of the velocity of circulation on the accumulation of capital. They had come to be linked with the rise of wage labour and the practice of paying workers by the hour and in this sense, "money appears as measure". When in the mid-1700s Benjamin Franklin proclaimed that "time is money", and went on to explain their enigmatic relationship, he was describing more than a simple ratio. He that can earn ten shillings in a day by his labour, and goes abroad, or sits idle, one half of that day, though he spends but sixpence during his diversions or idleness, ought not to reckon that the only expense; he has really spent, or rather thrown away, five shillings besides. Franklin not only equates time spent working with money, but also proposes a conception of unproductive time as a negative cost, a tangible loss against potential profit. Following the logic of his formula, if misspent time is perceived as a deficit, time saved can be counted as a profit. This way of thinking counts all time as potentially profitable in an economic sense and confers a speculative value on time. Telephone advertising in the first decades of the twentieth century made explicit use of this formula and, in so doing, not only asserted the value of the instrument but also provided a way of imagining time in terms of its market value. The text of a 1909 advertisement reads: The mere item of time actually saved by those who use the telephone means an immense increase in the production of the nation's wealth every working day in the year ... just counting the time alone, over $3,000,000 a day is saved by the users of the telephone! Which means adding $3,000,000 a day to the nation's wealth. (Italics in original) Contemporary representations of the telephone continue to employ the idea that savings of transaction time can be accumulated and converted into working capital. In a 1990 article on mobile offices in the financial magazine Money, a Los Angeles attorney is quoted as saying that his cell phone and mobile fax machine have "added two hours to my day and 25% to my annual gross". A 1993 survey of cell phone users by Motorola reported its findings in similar terms. Those canvassed claimed that a cellular phone "added 0.92 hours to their productive working day [and] increased their own or their company's revenues by 19 percent". This kind of temporal accounting involves two basic conceptual manoeuvres which can only occur if time is 'emptied' of its social value or meaning, leaving it available to take on a new and purely economic significance. First, in order to calculate time in terms of both its actual and speculative monetary value, it must be conceived in abstract terms, the value of each minute standardised and conceived as a unit of measurement. Second, and following from the first, because now each minute of the day has the same relative monetary value, the entire 24-hour day, not just the traditional 8-hour workday, comes to be imagined as zone for commercial activity. Prior to the telephone, the partition of the day into work and family time was safeguarded by the physical separation of the business and the domestic spheres. Even the telegraph, because its use was largely restricted to the workplace, did little to challenge the partition between public and private domains. The telephone, as it became increasingly ubiquitous in both offices and homes, disturbed these boundaries and expropriated time previously reserved for rest, relaxation and social activities for all manner of commercial uses. AT&T's declaration in an ad entitled "The Always-on-Duty Telephone" (1910) that "the whole Bell System is on duty 1440 minutes a day" also must have stirred anxiety with its conclusion that "if any of these minutes are not used, their earning power is irrevocably lost". As the "1440 minute" day expanded the potential for profit, it also increased competition and established new expectations. Social Anxieties The logic of capital's never-ending drive to renew itself dictates that time saved by technology is perceived not as "free time" but as potential profit, which must be reinvested or lost. Booster though he was of modern communication technologies, Wiman could not help but observe: One would think that the ability ... to talk freely over the telephone would so facilitate business pursuits and close up transactions so quickly that it would beget leisure, rest and quiet, but such is not the case. The thirst for achievement is so great ... that the more we do, the more we seek to do. We are no more encouraged to use the extra two or .92 hours gained by the cellphone for play or relaxation than we were when the telephone first began to speed up the tempo of our lives. Anxieties about the social effects of communications technologies are not new although they rarely manifest themselves in business discourse. Today, as business and technology publications celebrate each new communications innovation, general interest and women's magazines are more often questioning the impact of cell phones, pagers, palm pilots, and portable computers on family life and mental health. It is somehow both ironic and appropriate that during both periods, concerns about the social effects of telephone -- a medium of disembodied communication -- should manifest as anxieties about its negative corporeal effects. In 1889, an account in the British Medical Journal reported a new medical condition called "aural overpressure", an affliction suffered by those who used the telephone for extended periods of the work day. The "constant strain of the auditory apparatus" by prolonged telephone use was said to be responsible for "nervous excitability, buzzing in the ear, giddiness, and neuralgic pains". The Electrical Review recounted cautionary tales of individuals driven mad by the telephone's "constant ringing". In 2000, we find Scientific American and Time investigating the possible links between cellphone use and brain tumors. Despite the consistently inconclusive findings of multiple scientific studies, the British government ruled that cellphones sold in the United Kingdom must carry health notices that warn "people to be careful about where and how long they use them", and American cellphone retailers have voluntarily begun to include "a one page health-and-safety bulletin" with all cellphones they sell. Warren Susman suggests that examining the anxieties associated with any given technology can provide useful insight into the cultural values at stake for its users. According to the scientific experts of their day, both "aural overpressure" and brain tumors are avoided by reducing the amount of time spent on the telephone, perhaps less time working and possibly more time in the pursuit of other more socially oriented activity. It is possible to look at these panics around physical and mental well-being as a reassertion of the social, of the body, a sort of return of the repressed, at those historical moments the alienating effects of capitalism are being exacerbated by the uses to which we put technology. If, as Marx writes, the "circulation of capital constantly ignites itself anew" then it seems logical that the discourses which circulate around the telephone and communications technologies will continue to renew themselves at key historical moments. Advances in telecommunications at the end of both the nineteenth and twentieth centuries have inspired similar desires and elicited comparable anxieties because they have been driven by a common motive: the search for the competitive advantage that drives both capital and technological development alike. Abstract:

The concept of “softening the news” or “tabloidization” refers to the adaption of tabloid standards by elite media, as a result of competitive pressures and with the aim of attracting the attention of the mass audience (e.g., Magin, 2019). Reinemann et al. (2012) distinguish three important dimensions: topic dimension: According to this dimension, “soft news” can be distinguished from “hard news” by their political relevance; one can either determine the level of political relevance (Reinemann et al., 2012) or – as most studies do (e.g., Steiner, 2016) – distinguish between topics that can be classified as either hard (e.g., politics) or soft (e.g., crime, sports, lifestyle). focus dimension: Soft news in this respect reports on issues in a rather episodic and less thematic way which means that the news coverage focuses more on the event itself instead of framing the event in a more general context (Iyengar, 1991; see also Entman, 1993). Furthermore, soft news rather focuses on individual rather than societal consequences. style dimension: According to this dimensions, soft news can be distinguished from hard news by the way of presentation. Soft news is presented inter alia in a more emotional, subjective or narrative way. News softening therefore represents a multi-dimensional concept (Esser, 1999; Reinemann et al., 2012) in which the different dimensions and indicators form a continuum. On this basis one can assess the degree of overall news softening. The concept thereby incorporates various other concepts of communication science (e.g., framing, subjective/objective reporting, etc.) that can thus be also attributed to distinct research traditions. Particularly in the style dimension, many different indicators are analysed – although the studies often differ as to which indicators are used. Field of application/theoretical foundation: Since soft news journalism is often seen as a threat to normative standards for quality media, the research on soft news and tabloidization trends is often part of studies on media performance. So far, studies on news softening and tabloidization focus on the comparison of (elite and popular) newspapers (e.g., Lefkowitz, 2018) or (public service and commercial) TV newscasts (e.g., Donsbach & Büttner, 2005). More recent studies also take online media into account (e.g., Karlsson, 2016) or compare social media platforms such as Facebook with offline and/or online media (e.g., Lischka & Werning, 2017; Magin et al., in press). Abstract:

When I think of 'flesh' at this moment in human history, it's difficult not to think of the images on television and in print news reports in recent weeks. The first pictures of Kosovo's Albanian population being purged from their homes and amassed on the borders of neighbouring countries have left an impression. While cameras have stood witness from afar, we have been confronted by images of people being shot at point-blank range. Rows of corpses have lined up after ill-executed bombing raids by NATO forces and the more systematic slaughter of pro-independence activists by wayward Indonesian military groups in East Timor. Perhaps less expected, the deaths of school students in Columbine, Colorado, and the patrons of a gay club in the Soho district of London have added force to daily reminders on the insistence of the flesh to being. The significance of flesh to being extends beyond a simple matter of physical survival. It is often our reaction to the flesh of the other upon which we stake our very sense of self. Subjectivity becomes a constant process of negotiating the borders of the self, where an individual may either identify with the other they encounter, or attempt to deny or repress the other's existence. The recent events around the world are illustrative of the attempt by some individuals to repress others, who (inadvertently) threaten their stable sense of self, by way of the very final solution of death. It is often a response to an irrational fear of the inescapable physical flesh of others in various manifestations, such as ethnicity, gender and sexuality, that provokes such violent actions. In view of the on-going perpetration of violence towards others, it is little wonder that fantasies of transcending the flesh abound in many narratives. The successes of William Gibson's Neuromancer in 1986, and now the currently-released film The Matrix are contemporary testaments to the ongoing popularity of this fantasy of human self-creation without the limits imposed by 'meat'. While it might be argued that the leap into cyberspace is a denial of the flesh, it might also be argued that emergent technologies are almost certainly embraced because they seem to offer the possibility of allowing us to be more human than we are currently. New technologies seem to offer new ways of being in the world that will refine human communication and diffuse prejudices, where you will be loved for your personality and not hated for the colour of your skin. In this issue of M/C we consider a variety of ways of thinking about the flesh amidst the effects of media and new technologies. The feature article by Sean Aylward Smith asks "Where Does the Body End?", and thus also, where does technology begin? Smith deliberates on the difficulty of working with and about technology, where common-sense suggests that one should be able to define the distinction between technology and the body before embarking on the study of "any given socio-technical imbroglio". Working through the philosophical writings of Felix Guattari, Bruno Latour and then Guattari again, this time in conjunction with Gilles Deleuze, Smith progressively confuses the apparently neat distinction between technology and the body to argue for a subjectivity, or rather "a mode of individuation" as a haecceity, where humans are "collective assemblages" of agencies and affects. Peter Chen undertakes his deliberation on flesh in terms of its existence on the Internet in the form of pornography. In "Community Without Flesh: First Thoughts on the New Broadcasting Services Amendment (Online Services) Bill 1999", Chen argues that in adapting existing regulatory paradigms to the Internet, the Australian government has overlooked the informal communities of the virtual world. He suggests that in attempting to meet a perceived social need for regulation with political and administrative expedience, the government has ignored the potentially cohesive role they might play in the development of self-regulating communities who require little government intervention to produce socially beneficial outcomes. Chen predicts the formation of a new type of community, "whose desire for a feast of flesh" will ensure they are vigilant in their evasion of the cast of the regulators' net. Alan Macdougall's article might offer some practical solutions for those members of the virtual communities of cyberspace discussed by Chen. In "'And the Word Was Made Flesh, and Dwelt amongst Us'": Towards Pseudonymous Life on the Internet", Macdougall engages in a critical discussion of pseudonymity on the Internet, where users construct untraceable identities for use online. While Chen identified the concerns private citizens have when governments implement modes of surveillance for online activities, Macdougall acknowledges the threat individuals also experience from commercial interests gathering demographic information. He iterates the emergent technologies that are being developed to counter such intrusions, and considers the ways in which this "new flesh" will dwell amongst us. Axel Bruns continues the discussion of the Internet, and concurs with Macdougall's assessment that while online activity may present itself as ephemeral, in fact it has a presence that produces very real effects. In a defense of the significance of online publishing and communication, Bruns asks "How Solid Is the Flesh?"; he wonders whether the solidity and therefore the esteem that is generally attributed to publications in the 'real world' is a convincing argument when many books and print journals languish unread on obscure library shelves. On the contrary, Bruns argues, the 'flesh' is not left behind when the leap is taken into cyberspace. The ongoing explosion in available storage space on the Internet has the effect that cyberspace is becoming increasingly anephemeral. In "How Funny?: Spectacular Ani in Animated Television Cartoons" Simon-Astley Scholfield shifts our focus to a small screen of another kind in his consideration of the popular animated American 'kidult' cartoon series Ren and Stimpy and South Park. He notes that amid the uproar about the excessive depictions of violence and viscera in these comedy cartoons, an analysis of their representations of anal flesh has been conspicuously avoided. Scholfield's article addresses this oversight in a comparison between the two programmes. He concludes that while South Park explores subversive themes, "they have been twisted into misogynist and homophobic contexts". In contrast, the narrative outcomes in Ren and Stimpy posit a challenge to the "dominant homophobic culture". The 1997 spate of dead celebrities provides the flesh in Rebecca Farley's article, "The Word Made Flesh: Media Coverage of Dead Celebrities". Noticing the absence of pictures of dead celebrities' bodies in the coverage of their deaths, Farley wonders if when alive, celebrities fill a particular function, what do they do in death? Choosing to focus specifically on the deaths of Gianni Versace, Michael Hutchence and Mother Teresa, Farley argues that the sexually transgressive personae of Versace and Hutchence in life are replaced with "a pro-social narrative" that returns them to the bosom of family in death, while Mother Teresa, whose body "caused no trouble when it was alive, and conveniently wasn't mangled to death", is allowed to be present and photographed in death. Tseen Khoo's article, "Fetishising Flesh: Asian-Australian and Asian-Canadian Representation, Porno-Culinary Genres, and the Racially Marked Body" takes full advantage of the Internet to introduce the topic of flesh. Via a tour of various Websites, Khoo introduces the Web-surfer to the issues involved in representing the Asian body in diaspora, and the politically fraught issues for racial minority populations in majority 'white' nations. Khoo considers examples from Japanese-Canadian literature, metaphors of ingestion, and racial minority identity politics in the United States. The final submission to this issue is a work of creative writing by Hamish Kaden. "The Interminable Son" is the story of a man reconciling the death of his well-known feminist mother. The un-named character resurrects the memory of his mother through a Buddhist ceremony for the dead, and by conducting library research into her life as a prominent campaigner for women's right to have safe abortions. Kaden imparts the emotions of his character, while providing insight into an important health issue that effects many lives. This issue of M/C conceives of flesh in many forms and relationships. The cover image, designed by Damian Frost, should not go without mention as it provides a fresh vision from which to embark onto the smorgasbord of 'flesh'. Enjoy! Abstract:

Kangaroo Island has embraced sustainable tourism in the hope that it will maintain its integrity as a close-knit rural community. In the centre of the front cover of the Kangaroo Island 1999 Visitor Guide is a photograph of a group of Australian sea lions on a beach. Between the photograph and the garland of native wildflowers which line the border of the cover is a margin of white space. This, along with the absence of humans, conveys a sense of pristine wilderness. The front cover design with its encompassing wreath and purity of white space simulates an iconographic representation which transforms the sea lion picture into a sacred object. The garland of flowers honours the seal in its natural habitat -- the most appealing aspect of the island for the tourist (Warren, personal communication). However, hovering ambiguously among the wildflowers is the possibility that the front cover's frame represents a funeral wreath -- perhaps in memory of those early days when fur traders turned the South Australian island into a slaughterhouse. Or maybe it is as a foreshadowing of the consequences of a tourist "invasion". Despite the sacralising of the seal, the marine mammal remains a commodity to be "consumed" by those who visit. Kangaroo Islanders are aware that tourism has sounded the death knell for many small communities -- in the 1950s the Gold Coast was a small fishing village, in the 1970s Cairns was a sugar cane town -- and are attempting to impose management practices which will control the amount and type of tourism consumption in order to prevent destruction of the island's native wildlife, its fragile biological systems and the authenticity of the local community. Residents' acceptance of the significance of native fauna and flora in recent years is, to some degree, driven by a pragmatism not dissimilar to that of early fur traders: both view the seal as a commodity, although behaviour towards these protected mammals contrasts strongly with past behaviour when sealing was an especially lucrative industry. Although seal numbers have increased, their classification as an endangered species is a legacy to those days when "fur seals [and Australian sea lions] made a valuable contribution to the economy of the colony of New South Wales" as the sale of the skins enabled the new colony to buy imports (Newnham 34). By the end of the nineteenth century changing market demands and severely depleted sources meant native animal skins were no longer a major source of income. Problems of land and wildlife management increased when sheep farming was introduced. With the allocation of land to farming for soldier/settler communities in the twentieth century, heavy tree clearing and overgrazing resulted in problems of soil erosion and increasing salinity levels, problems which also confront those in mainland rural communities. Following the decline in rural commodity prices for sheep, wool and beef in the 1990s, the local community has targetted tourism as one of the preferred alternative industries. Despite some opposition, the majority of locals feel that with proper management and monitoring, sustainable tourism will offer salvation rather than destruction of their island community. Local views are evident in the high profile given to tourism by the Kangaroo Island Economic Development Board (KIDB), "whose 1998-1999 Annual Plan has identified a number of opportunities to develop the Island's tourism infrastructure, and encourage visitors to stay longer and provide more value to the Island" (Islander 9 July 1998). From 1991 to 1993-1994, 85,000 visits per annum of at least one night stay were recorded with an estimated 50,000 additional annual visitors from day trips (Kangaroo Island Regional Tourism Profile 1). By 1998 over 160,000 visitors arrive on Kangaroo Island each year. KIDB's year long visitor exit survey shows viewing the island's wildlife is the main reason why international and interstate tourists travel to the island and is one of the main reasons why intrastate visitors come (Islander 9 July 1998: 6). However, KIDB is aware of local community concern "to [facilitate] development processes particularly towards sustainable development" (UNCSD, Paper 16 22). Community concerns that tourism must be carefully managed to avoid invasion has led to a number of initiatives including the publication of the Tourism Management and Development on Kangaroo Island Working Party Report in 1984 (KI Tourism Policy 1). The publication in 1991 of the Kangaroo Island Tourism Policy acknowledged a need for the island to "diversify and strengthen its economic base" by aiming to be a "specialised destination that emphasises quality before quantity" (12). Kangaroo Island's increasing importance as an tourism destination is also significant to South Australia's ailing economy -- a fact which could impede rather than aid the island's goal to maintain control tourism management. To date they have successfully prevented large scale development. However, Democrats spokesman on Regional Development and Small Business, and local resident of the island, Ian Gilfillan, is reported to be alarmed at the South Australian government's plan to fast-track tourism development. The government's Kangaroo Island Working Group Report talks of "bypassing normal planning procedures" and claims that tourism developments should not have a maximum size imposed upon them but rather should be "determined by commercial factors". Gilfillan fears that the government's "fast-track" development policies "will not only jeopardise Kangaroo Island's unique environment, but will also ensure that profits from tourism will mostly leave the Island and go to the mainland, interstate or overseas" (Islander 22 January 1998: 1). In 1998 a residents' survey conducted by the KIDB indicated that 89 per cent of islanders felt that tourism was either "good" or "very good" for the island (Islander 14 May 1998: 2), whereas the proposed tuna farm at Penneshaw was least supported with only 17 per cent saying it was "good" or "very good" and 60 per cent saying it was "bad" or "very bad". Residents' opposition to the tuna farm is evident in a number of letters to the editor of the Islander. Newspaper articles express concern about the impact of the industry upon the local Australian sea lion population, the island's major tourist drawcard. Besides discouraging tourism, the industry might lead to the "attraction of sharks, entanglement of marine mammals and waste disposal" problems. Support from "CSIRO experts and marine researchers" also lent weight to the local position (Islander 9 Apr. 1998: 1&3). The Kangaroo Island 1999 Visitor Guide markets the island as "nature's pleasure island" implying that it welcomes low impact tourism for those who want to experience a combination of wilderness and comfort. Words such as "visitor", "guests" and "invited" construct an image of the island as a destination for those who might willingly fit Urry's definition of the Romantic traveller -- those wishing to escape so called mass or intensive tourism (46-7). A number of Letters to the Editor of the Islander reinforce the concept of the island as a supportive and hospitable community, as excerpts from the following letter illustrate: The island is magic, but it is magic because it is what it is, and the locals are unpretentious, fun loving, good hearted and innovative. Tart up the island too much and impact negatively on the natural environment and laid back style, and visitors will find somewhere else to go. Kangaroo Island is one of the last places on earth where we can experience what the planet might have been like if we hadn't wrecked it in the pursuit of wealth and power. And the locals remind us stressed out city folk of the joys of a simpler life style. (Islander 2 April 1998: 9) Trish Edwards has visited the island eight times. She advises the islanders that "visitors want to meet locals and get a feel of what it is like to live in such a magical place" and that tourism "needs the anchor of human interaction to make [a location] memorable". Her enjoyment of the island is based upon the seeming lack of "front stage/backstage" hospitality and tourist performance (MacCannell 92-93). Her letter reinforces the concern some local residents expressed to me in interviews I conducted, namely, that tourism must be contained and kept under the control of the local community so that an "invasion" does not destroy what is at the very heart of the island's appeal: its authenticity as a small rural community in a location of great natural beauty where visitors can view wildlife in its natural habitat with minimum impact to that environment. But is this realistic? Tourism is a massive global industry based on our consumer society with its insatiable demand for new experiences and new places. Travel and tourism is the world's largest industry, directly and indirectly accounting for 11.7 per cent of world's gross domestic product in 1999 (WTTC 1). There were 650 million international travellers in 1998, and predictions are that the number will double in the next decade. An estimated 30 to 40 per cent of tourist demand is for nature-based experiences (WTTC 1). This 21st century threat of invasion will be very difficult for Kangaroo Islanders to contain. Abstract:

This chapter examines the role of the Chicago Police Department in putting down the massive strikes that erupted in 1877 as well as the response of the city's business elite to the crisis. The strikes marked a turning point for the department and its response provides a vivid illustration of how the Chicago police reconciled democratic politics with the industrial capitalist order through violence. In these strikes, the most dramatic and disorderly they had yet to confront, the police seemed little more than hired thugs of the city's businessmen. In part, the police played this role because Chicago's businessmen organized themselves as never before. This chapter explores how the breakdown of ethnic solidarity and the beginnings of relatively coordinated working-class action pushed Chicago's businessmen to consolidate around a law-and-order program as never before by forming new powerful organizations, including the Citizens' Association of Chicago and the Commercial Club of the City of Chicago, that solidly supported law and order.

Abstract:

Natural Gas Pipeline Company of America (NGPL), a subsidiary of Kinder Morgan, Inc., has been monitoring their pipeline system for the presence and severity of stress corrosion cracking (SCC) for more than thirty years. With the identification of near neutral pH SCC (also called low pH SCC) on this system, over the past five years NGPL has implemented a comprehensive SCC integrity management plan (IMP). Through their SCC IMP, NGPL has been finding and eliminating near critical near neutral pH SCC and other defects from their system, while using data from the program to obtain a better understanding of the relationship of SCC to existing pipe and environmental conditions. NGPL transports commercial quality natural gas to the Chicago area through a multi-line system that originates in various North American supply regions. The system right-of-way encompasses most of the American mid-west and crosses many physiographic areas. The pipelines have varying grades, diameters, and wall thicknesses, and were constructed at different times. Overall there are approximately 10,000 miles (16,000 kilometers) of pipeline that fall within the current NGPL SCC IMP. The primary purpose of this paper is to relate some of our experience with SCC on our system and describe the some of the innovative technical aspects of the existing in-house SCC IMP. This paper outlines some historical examples of the NGPL methodology for detecting near neutral pH SCC in pipeline steels using two or more separate pipeline investigation techniques. The basic steps of SCC direct assessment (DA) are described, as well as the process of integrating the predictive SCC model with in-line inspection (ILI) low level analysis signatures to determine the extent and severity of near neutral pH SCC on the NGPL pipeline system.
